JOB PURPOSE:
To support the Finance manager in the delivery of financial management activities within ADSB.

KEY ACCOUNTABILITIES:

Description
To support the Finance Manager to establish a costing system for the Strata business, using real-time data collection and reporting protocols, ensuring timely review of performance data
Budget reinforcement and controls;
Spend and forecast assessment and tracking.
To ensure compliance with all associated regulatory requirements.
To effectively manage spend control within the ADSB Implementation Program
To seek and support implementation of performance improvement activities within Finance
To support the Finance Manager to produce monthly reports for the CEO, Board and Leadership Team on the cost performance of the customer programs and the Strata Implementation program, highlighting variances to budget, and identifying and challenging the management on any cost issues that need to be addressed.
To administer and provide financial support to the departmental Heads in the budgeting process.

Develop and deploy the organizational financial reporting and controlling structure to provide accurate accounting and financial information to corporate leadership and investors
Initiate, coordinate and control the regular operating and capital budgeting processes
Set the strategic vision for critical infrastructure including IT and facilities, relating to financial control
To support the Finance Manager to establish data tracking and performance monitoring tools, integrated into weekly program update meeting and reports to the ADSB Leadership Team and monthly reports to the Board.
To prepare and distribute Budgetary Information
To provide support to the Finance Manager in areas of reporting, business case evaluation, presentations and general accounting support
Direct all corporate financial functions so that financial transactions, policies, and procedures meet the organization’s short and long-term business objectives and are conducted in accordance with regulations, accounting principles, and standards.
Manage Treasury function
Maintain Internal Audit system
Develop and deploy a management information system framework (e.g. balanced scorecard) for the overall organization and key business areas
Establish and maintain positive relationships with banks, investment analysts, and other financial institutions to optimize debt management strategies
Perform Cash Management
Business Partner
Act as the Business Partner for the commercial functions and others as specified, providing financial advice and support in the development of sales and business planning, pipeline management, development of performance key performance indicators (KPIs) in order to facilitate development of realistic and commercially feasible plans to support the achievement of business strategy.
Policies, Systems, Processes & Procedures
Implement approved project cost control policies, processes and procedures so that work is carried out in a controlled manner.
Quality, Health, Safety, & Environment
Ensure compliance to all relevant quality, health, safety and environmental management procedures and controls within a defined area of activity to guarantee employee safety, compliance, delivery of high quality products/ service and a responsible environmental attitude.

QUALIFICATIONS, EXPERIENCE & SKILLS:

Minimum Qualifications:
Bachelor’s Degree in a financial or accounting discipline.
Qualified accounting professional (ACA / ACCA / CIMA / CPA/CMA or equivalent - preferred).

Minimum Experience:
9 years of professional experience in the field of accounts, finance and cost management/reporting.

Minimum 2 years supervisory experience

Job-Specific Knowledge & Skills:
Good knowledge of Accounting principles & International Financial Reporting Standards
Knowledge of financial and accounting software applications. Knowledge of government financial regulations.

Inaugurated in 1996, ADSB initially focused on naval repairs and refits and gradually expanded its expertise to include building sophisticated war ships like the Baynunah 70m Corvette.

ADSB now specializes in the construction, repair and refit of Naval, Military and Commercial vessels.
